About the Role:
The CJIS Program Manager reports into the Human Resources Operations organization and is responsible for supporting CrowdStrike's Office of the Global Public Sector CTO, to push CrowdStrike's Criminal Justice Information Services (CJIS) capabilities forward. The Program Manager will be responsible for the HR component of the CJIS life-cycle including: customer onboarding, employee onboarding, internal compliance and data audits, internal process improvements and documentation, managing the appropriate handling of Criminal Justice Information (CJI), and administering related incentive programs. This role partners cross functionally with key stakeholders such as Product Security, Federal IT Services, Governance, Risk and Compliance, Legal, and People Managers to ensure the successful administration of the CJIS program.
The ideal candidate will have a background administering CJIS, as well as experience conducting assessment frameworks, audits, developing innovative and flexible ways to automate processes that support a fast-paced, secure, and empowered environment.
What You'll Do:
- Interview prospective CJIS customers to conduct onboarding impact assessment for internal stakeholder review in partnership with Office of the Global Public Sector Governance, Risk and Compliance, and Legal
- Provide a through analysis of customer requirements, identifying potential roadblocks, considerations, and solutions for onboarding to internal stakeholders
- Create and maintains internal CJIS onboarding playbook to document onboarding protocols by customer
- Create onboarding plan of respective state, including but not limited to operational requirements, design, and employee communications/town halls
- Serve as strategic partner to the Office of the CTO, Public Sector by leading internal strategic and operational meetings to align stakeholder priorities, roadmaps, and success criteria for CJIS
- Develop and update standard operating procedures relative to internal processes, audits, employee facing and knowledge article content
- Oversee, evaluate, and assess audit programs, processes, and practices to stay consistent and current with changes in statutes and rules governing the use of and access to state and federal CJIS Systems and CJI
- Perform audit protocols, including, but not limited to conducting data quality, accuracy, and access, properly identifying non-compliance issues in relative audit report(s)
- Administer the CJIS Clearance Bonus program, identifying eligible participants and initiates request for payment
- Continuously review internal processes and suggests improvements to remove friction and facilitate an exceptional employee experience
- Partner with HR Data and Analytics to enhance and maintain CJIS Dashboard to accurately reflect number of users, spend, and resource planning
- Act as the liaison between the employee and customer regarding adverse background check decisions
- Serve as the escalation point for employees and managers regarding CJIS administrative procedures
- Initiate revocation of access due to non-compliance and informs employee and manager as appropriate
- Escalates task incompletion as necessary to employee, manager, and HR Services
- Partners with HR Data and Analytics to provide through analytics of the CJIS program from an HR perspective via Tableau dashboard
- Conducts quarterly CJIS program health assessment review (i.e. feedback from employees, and managers)
What You'll Need:
- Bachelor of Science, Bachelor of Arts Degree or equivalent experience
- 5+ years' experience in managing an operational program, in particular, background checks, government, or similar
- Experience leading cross-functional teams and building strong partnerships across the business at varying levels
- Experience developing and conducting data quality audits and improving data quality
- Able to work within a largely virtual team across multiple time-zones
- Experience working in a fast paced matrixed organization environment, requiring strong communication and analytical skills to be successful
Bonus Points:
- Experience with Workday HCM, custom reports
- Experience with Jira
- Continuous improvement certification (e.g. green belt)
- Proficient understanding of CJIS - understanding what it is and how its executed
- 5+ years' experience in the public sector managing or administering CJIS
- US FedRAMP governance or compliance experience

The base salary range for this position in the U.S. is $80,000 - $135,000 per year + variable/incentive compensation + equity + benefits.
