The System Analyst III is a senior-level, non-technical IT professional responsible for analyzing, documenting, and translating business requirements into actionable development work. This role is critical in bridging the gap between business objectives and digital product development, ensuring that development teams have clear, well-defined user stories and features that align with product goals.

The ideal candidate has extensive experience working with digital products and agile development teams in a Scaled Agile (SAFe) environment. They must become a functional expert in the applications they support, gaining a deep understanding of business rules, user journeys, and system behaviors. While this is not a technical role, familiarity with data structures, data flows, system integrations, and application workflows is highly valuable.

This role requires the ability to support multiple applications, contribute to multiple development workstreams, and drive process improvements. The System Analyst III must proactively identify dependencies, engage the right teams, and communicate upcoming changes to leadership. Their ability to distill complex requirements into clear, concise development tasks ensures the success of our digital products.

  • Work closely with business stakeholders, product managers, and development teams to translate high-level requirements into detailed user stories and acceptance criteria.
  • Identify and document business rules and system constraints, ensuring they are accurately reflected in development work.
  • Analyze data flows, system dependencies, and integrations to assess how new requirements impact existing applications.
  • Ensure business requirements are clearly defined, feasible, and aligned with digital product goals.

Collaboration & Agile Delivery

  • Collaborate with product owners, developers, testers, and architects to ensure development work is well-defined and actionable.
  • Support multiple development workstreams, ensuring alignment between business needs and technical implementation.
  • Engage with cross-functional IT teams to manage dependencies, identify risks, and coordinate solution delivery.
  • Work with Agile development workflow tools (e.g., JIRA, JIRA Align, Confluence) to track progress and maintain clear documentation.
  • Participate in Scrum ceremonies (stand-ups, sprint planning, backlog grooming, retrospectives) to support continuous delivery.

Process Improvement & Change Management

  • Identify opportunities for process improvements in how requirements are captured, refined, and delivered.
  • Drive workflow optimizations, ensuring that user stories are well-structured, traceable, and aligned with Agile best practices.
  • Monitor upcoming changes in the application landscape and proactively inform business and IT leadership about potential impacts.
  • Adapt to different product development life cycles and evolving team needs, ensuring smooth transitions between project phases.

Healthcare & Business Domain Expertise

  • Develop a deep understanding of the healthcare industry, including different lines of business, market variations, and regulatory requirements.
  • Ensure that business rules and application behaviors align with the needs of different member and provider populations.
  • Understand how applications deliver unique experiences for different users based on market and/or line-of-business, geographic region, and regulatory considerations.

Education and Experience:

  • Bachelor’s degree or equivalent work experience in Information Systems, Business Analysis, or related fields.
  • 8-10 years of experience in business analysis, system analysis, or related roles within an Agile software development environment.
  • Strong experience in digital product development, particularly in healthcare, insurance, or other regulated industries.
  • Familiarity with Agile frameworks, particularly Scaled Agile (SAFe).
  • Experience working with enterprise IT ecosystems, managing dependencies across multiple teams and platforms.

Competencies, Knowledge and Skills:

  • Strong analytical and problem-solving skills, with the ability to break down complex requirements into actionable user stories.
  • Deep understanding of digital product workflows, including how data flows through applications and how business rules shape system behavior.
  • Ability to ask the right questions, identify gaps in requirements, and ensure completeness before development begins.
  • Exceptional written and verbal communication skills, with the ability to convey technical and business concepts to diverse stakeholders.
  • Experience with Agile tools (e.g., JIRA, JIRA Align, Confluence) for requirement management and tracking.
  • Understanding of APIs, integrations, and system dependencies (while not a technical role, familiarity with these concepts is beneficial).
  • Ability to support multiple development teams and applications while managing priorities effectively.
  • Healthcare industry experience is a strong plus, including knowledge of payer/provider interactions, regulatory requirements, and business models.

Licensure and Certification

  • SAFe Agilist or equivalent Agile certification a plus.
  • Certifications related to business analysis (CBAP, CCBA) or product ownership are a plus.
