JOB OVERVIEW:

This position is responsible for the overall management and oversight of Government Operations.  This individual will control all pricing mechanisms and will support margin enhancement, escalation clause requirements, sales plans creation, and pricing policy. They will also be responsible for all customer reporting requirements for Federal, State and local, and Corrections. This position will maintain and expand Standard Operating Procedures (SOP’s) and other documentation to support the contracting process. The Government Operations Manager will be responsible for providing support during audits, contract negotiations, modifications, and the renewals. They will also be responsible for supporting the execution of Government bids. As an operational leader, this manager will conduct internal training on Henry Schein’s Government contract portfolios and institutional bids process as needed.

KEY RESPONSIBILITIES: 

  • Manage day-to-day activities of Government Operations (Federal, State and Local, Corrections) team and provide oversight to direct reports.

  • Direct responsibility for all aspects of Government contract management, compliance and administration including pricing commitments within agreed-upon parameters, Federal Acquisition Regulation (“FAR”) requirements.

  • Management of margin enhancement with escalation clause requirements, price escalation schedules, sales plan, and pricing controls.

  • Direct responsibility for all customer reporting requirements for Federal, State and Local, and Corrections

  • Train team on Henry Schein’s Federal, State, and Local Government contract portfolios and institutional bids.

  • Creates and maintains standard operating procedures (“SOPs”) and ad-hoc documentation to support the contracts process and ensure expectations and strategic goals are achieved.

  • Independently provide critical support during Government audits and negotiations.

  • Responsible for the contract modification and renewal processes. Works independently on completing necessary paperwork for renewals and coordinates with legal for review. Gathers feedback from legal and works on resolving questions and concerns.

  • Manages the execution process for Government bids. Reviews bids sent from the sales team and searches various websites for potential opportunities. Works with Legal and leadership in preparing documentation related to specific RFP requirements.

  • Provides timely and competitive pricing strategies on bids. Analyzes information, metrics, and data to provide accurate and useful information to the proposal and management team.

  • Present and report bid pipelines to senior leadership on a regular basis.

  • Develop and champion ideas for improvements within the Government business to enhance results and efficiencies.

SPECIFIC KNOWLEDGE & SKILLS: 

  • Extensive Knowledge of Government contracting guidelines

  • Expansive knowledge of key terms in RFP’s and legal agreements

  • Large network within Government procurement

  • DOD contracting experience

  • Medical supply or equipment experience preferred

  • Excellent Microsoft Excel Skills

  • Lead team to achieve company goals in effective ways

  • Government procurement experience required

  • Ability to lead virtual teams

MINIMUM WORK EXPERIENCE: 

Typically 10 or more years of increasing responsibility and complexity in terms of any applicable professional experience; 1 or more years of management experience.

                                                                                                                         

PREFERRED EDUCATION: 

Typically a Bachelor's Degree or global equivalent in related discipline. Master's degree or global equivalent a plus.

TRAVEL / PHYSICAL DEMANDS:

Travel typically less than 10%. Office environment. No special physical demands required.

The posted range for this position is $97,909 - $134,626 which is the expected starting base salary range for an employee who is new to the role to fully proficient in the role. Many factors go into determining employee pay within the posted range including education, prior experience, training, current skills, certifications, location/labor market, internal equity, etc.

This position is eligible for a bonus not reflected in the posted range.
