Leidos Digital Modernization Group in Windsor Mill, MD in support of the End User Centric IT Support (ECIS) Contract for Centers for Medicare and Medicaid Services (CMS) is looking to improve and advance the organization. Our program is focused on the delivery of end-user centric IT technology solution to our customer CMS where we are challenged to provide ongoing innovative and seamless experience while using CMS systems, applications and solutions, provide proactive secure development of IT integrations, concepts, and designs across the CMS enterprise and integrate end-user computing devices, conference room technology, infrastructure hardware and software, and user applications into a streamlined and seamless experience across the CMS user base. We foster a positive end-user experience while ensuring protection of the data.

Primary Responsibilities

The successful candidate under the direction of the Development and Engineering Lead, Product Manager, Program Manager and Deputy Program Manager will work within an Agile ITIL environment with a large focus on DevOps. The candidate will be a member of the ECIS Development Team providing Subject Matter Expert support for the M365 Power Platform. You will play a crucial role in designing, developing, and delivering innovative software solutions that enhance user experience across various Microsoft products and services. You will independently develop solutions, approaches, or recommendations to resolve a wide range of complex issues for both internal and external customers, including vendors. These tasks often require a flexible work schedule.

The candidate may need to deliver presentations and produce well-written technical documents tailored to the customer's environment and objectives. Participation in scrum sprint activities related to M365 Power Platform solutions will be required as necessary. The candidate must possess strong verbal and written communication skills to effectively interact with the customer's technical staff.

The role is focused on Power Apps backed with modern PP components (including AI components, power pages and especially Dataverse.

Additional responsibilities include troubleshooting and collaborating with other technical functional groups such as Service Desk, Datacomm, EUA, Security, and Engineering Teams for all supported technical issues. Other duties will encompass, but are not limited to:

  • Application Development: Design, develop, and deploy custom applications using Power Apps to meet business requirements.

  • Workflow Automation: Create, configure, and maintain workflows using Power Automate to automate business processes.

  • Data Visualization: Develop interactive and insightful dashboards and reports using Power BI.

  • Solution Design: Collaborate with business analysts and stakeholders to gather requirements and translate them into technical solutions.

  • Integration: Integrate Power Platform applications with other Microsoft and third-party applications.

  • Ensuring solutions are scalable, secure, and aligned with business objectives.

  • Continuous Improvement: Stay updated with the latest features and updates in the Power Platform and propose improvements to existing applications.

  • Assist with customer workshops to identify pain points and design effective Power Platform solutions.

  • Documentation: Create and maintain comprehensive documentation for developed solutions.

  • Support: Troubleshoot and resolve issues related to Power Platform applications, providing ongoing support and maintenance.

  • Technical Leadership: Provide guidance and mentorship to junior developers, ensuring best practices and high-quality deliverables.

  • Work closely with other support teams to ensure seamless integration and alignment.

  • Champion a collaborative culture, sharing knowledge and fostering innovation.

  • Optimize performance, scalability, and reliability.

  • Assist in the development of concise and accurate engineering documentation on current and proposed cloud environments including Visio Diagrams, As-Built documents, recommendations for solutions, run books, knowledge guides, and other operations guides.

  • Work with little or no supervision, provide guidance to the team when necessary, and be able to adapt to changing requirements.

  • Participate as required with Agile Scrum sprints and other Agile ceremonies.

  • Stay abreast of current and emerging technologies, regularly analyzing and evaluating their impact and benefit to the customer by providing recommendations to management

  • Provide guidance to address risks related to data privacy, ethics, and compliance.

Basic Qualifications

  • MINIMUM requirements to be considered for the position is a BS degree and 8 – 12 years of prior relevant experience or a master’s degree with less than 6 - 10 years of prior relevant experience. Additional years of experience may be substituted in lieu of degree.

  • Must be able to obtain and maintain a Public Trust or higher security Clearance.

  • Proficiency in Power Apps, Power Automate, Power BI, and Dataverse.

  • Strong understanding of Microsoft 365 services, including SharePoint, Teams, and OneDrive.

  • Familiarity with Azure services, including Azure Functions, Logic Apps, and Azure DevOps.

  • Proficiency in programming languages such as JavaScript, C#, and SQL.

  • Knowledge of REST APIs, JSON, and OAuth.

  • Knowledge of Azure services and how they integrate with Power Platform.

  • Familiarity with Azure services, including Azure Functions, Logic Apps, and Azure DevOps.

Preferred Qualifications

  • Strong understanding of Microsoft Dataverse (formerly Common Data Service).

  • Experience with API integrations and custom connectors.

  • Knowledge of data management and governance.

  • Experience with SharePoint, Dynamics 365, and other Microsoft 365 services.

  • Excellent problem-solving and analytical skills.

  • Strong communication and interpersonal skills.

  • Previous experience working in an agile scrum environment.

  • Ability to work independently and as part of a team.

  • Detail-oriented and highly organized.

  • Proactive and able to adapt to changing project requirements.

  • Previous experience employing DevOps methodologies.

  • Strong leadership experience and willingness to embrace change.

  • Experience with change control principals and ticket with Service Now (SNOW).

  • Understanding of agency Capstone and NARA data retention compliance principles.

  • Experience with design, planning and implementation in environments with 10,000+ users.

  • Experience in Agile development methodologies.

  • Knowledge of data modeling and relational databases.

  • Experience with CI/CD pipelines and version control systems.

  • Ability to manage multiple projects and priorities simultaneously.

  • Strong attention to detail and a commitment to delivering high-quality solutions.

Pay Range:Pay Range $104,650.00 - $189,175.00
